What is Wraparound?
Wraparound is a collaborative, team-based, principles-driven planning process. Through the Wraparound process, teams create one individualized plan of care to meet the needs, and improve the lives, of multi-system involved youth and their families.

Where did Wraparound come from?
Building on program models drawn from Europe and Canada, the Kaleidoscope program in Chicago began implementing private, agency-based, individualized services as early as 1975. The term “Wraparound” was first used in the early 1980s to describe the response to a class-action lawsuit in North Carolina that resulted in the development of an array of comprehensive, community-based services for individual children and their families. In 1985, the Alaska Youth Initiative was successfully formed and was quickly followed by replications in Washington and Vermont.

How did it come to Oregon?
In 2009, House Bill 2144 passed the Legislative Session, providing statutory direction for the Statewide Systems of Care and Wraparound Initiative (SOCWI). The legislation called for an advisory committee and a biennial report to the legislature on progress and cost of full implementation. Mental Health was named the lead administrative agency amongst Child Welfare, Juvenile Justice, and Education. From 2010 to 2013, three mental health organizations and eight counties were selected to be part of the demonstration sites for the pilot project. As a result of providing better health outcomes – that is better care at lower costs – in 2014, the SOCWI grant was awarded to 13 Coordinated Care Organizations (CCOs) across 30 counties. As of January 2017, all CCOs in Oregon have been implementing Wraparound.

Oregon Wraparound operates as a partnership between Youth ERA, Oregon Family Support Network (OFSN) , and the Systems of Care Institute (SOCI).

Oregon Family Support Network (OFSN) is a nonprofit organization of families and youth working together to promote mental, behavioral and emotional wellness for other families and youth through education, support, and advocacy.
The Systems of Care Institute at Portland State University is committed to improving the lives of adults, youth and families by supporting the growth and transformation of systems and communities that serve them. We collaborate with communities to assess needs, build upon current strengths, and develop work plans for consultation, training, and staff development.
